Aid Type Food

Food aid means giving huge quantities of food. It affects mortality, by feeding the starving. While in effect, it also reduces the amount of land needed to feed the populace. Both effects are completely reversible. When you stop giving food, mortality and capacity revert to where they were when you started.

If Food aid begins at 2% of the population, and the population doubles, the aid then affects 1% of the population. In other words, the cost of the aid is kept constant, so its effectiveness may dwindle.

The mortality impact of food is set fairly high, because it feeds those who are starving.

In the real world, food aid and medical aid are both aimed at saving lives, and are usually given together, though not necessarily at the same level of effort (points).
