To Do
The goal here is to make every dollar count, by finding a way to do the maximum good with the lowest aid investment. Tasks:

  1. Find the Aid Package that yields the lowest death toll.
  2. You don't have to spend 4 points on aid every year. You can spend more at the beginning, or spend less over a longer period of time. Does a burst of spending at the beginning, or spreading out the spending, help?
  3. Is this budget "enough"? What would be enough?
  4. Optional : Using your best aid package, try turning capacity effects on. Do your conclusions change?

Wisteria Low Budget differs from Wisteria Intro in that aid stops when you meet or exceed 24 aid points spent. At the recommended 4 points per year, this is 30 years of aid, followed by 50 years of no aid, for the basic 80-year projection. Wisteria Low Budget differs from Wisteria Budget in that there is a different (cheaper) set of preset aid packages to choose from, in accordance with the 4 point per-step budget and lower overall budget (time span).

Wisteria Low Budget focuses on how to make the greatest long term difference by making small changes in the short term. Even in the "Low Budget" Scenario, note that these aid infusions are vast. Fictional Wisteria has a population of 10 million, comparable in size to Somalia (10 million) or Guatemala (11 million). One "point" of aid feeds 1% of the population. For a country of 10 million, that is 100,000 people per year for 5 years, or half a million person-years of food in one aid point.
